Special Secretary (retired), Research and Analysis Wing, India
Mr. Balachandran retired as the Special Secretary for India’s external intelligence agency. He was posted in Washington, DC in the early 1990s and led Indian inter-agency intelligence teams in interactions with the Central Intelligence Agency and Federal Bureau of Investigation. In 2009, Mr. Balachandran was appointed by the Maharashtra government to investigate the government’s security response to the Mumbai attacks. He will be sharing his insights about the 2008 Mumbai attack.

BarAvi, Patrick  
Vice President for Business Development, Rafael USA, Inc.
Rafael Advanced Defense Systems Ltd. designs, develops, manufactures and supplies a wide range of high-tech defense systems for air, land, sea and space applications. Rafael was originally established as part of the Ministry of Defense; its technology is embedded in almost all Israel Defense Forces (IDF) systems in operation today. Rafael has also formed partnerships with civilian counterparts to develop commercial applications based on its proprietary technology. In October 2000, Dr. BarAvi was appointed Director and the Head of the Sensing and Active Protection System Directorate. Dr. BarAvi has published a text book in Dynamics and about 20 papers in international scientific journals he is also the inventor of six patents. He will focus on Israel’s port security challenges and solutions.

Brown, Manson  
Commander, U.S. Coast Guard Fourteenth District, U.S. Coast Guard
Rear Admiral Manson Brown assumed command of the Fourteenth Coast Guard District on May 22, 2008.

Admiral Brown is a 1978 graduate of the U.S. Coast Guard Academy with a degree Civil Engineering. He holds a Master of Science degrees in Civil Engineering and National Resources Strategy.

Admiral Brown’s previous commands include Commander of Maintenance & Logistics Command Pacific; Commander, Coast Guard Sector Honolulu and Commander, Coast Guard Group Charleston. From 1992 to 2002, he served as the Military Assistant to the U.S. Secretary of Transportation, and was the Acting Deputy Chief of Staff after the September 11th terrorist attacks. In 2003, he served as the Chief of Officer Personnel Management, Coast Guard Personnel Command. In 2004, he was temporarily assigned as the Senior Advisor for Transportation to the Coalition Provisional Authority in Baghdad, Iraq. Working in a combat zone, he oversaw restoration of Iraq’s major transportation systems, including two major ports.

Chalamish, Zvi  
Consul and Chief Fiscal Officer, State of Israel
Mr. Zvi Chalamish was appointed to his present position in the summer of 2005. Responsible for raising foreign currency for the State of Israel in international markets through bond and loan guarantee offerings, he also oversees the State of Israel Bonds (Development Corporation of Israel) activities and fundraising initiatives worldwide. As Chief Fiscal Officer, he is the key liaison to the American investment banking community and financial institutions. In addition, Mr. Chalamish is in charge of the budget for the Israel Economic Mission and its seven regional offices in North and South America. He will be discussing the use of financial instruments as weapons against terrorism.

Colvin, Peter  
Director of Humanitarian Assistance Programs, Pacific Disaster Center
Mr. Colvin is the Director of Humanitarian Assistance Programs for Pacific Disaster Center and a member of the Executive Management Team. He is an international leader in the application of science and information technologies supporting the mitigation and response to natural and human-induced disasters. He also has over 23 years experience developing and applying remote sensing and geospatial information technology solutions to existing and emerging regional security and disaster management challenges. He has supported strategic planning and technology integration/transfer initiatives in the civil sector and Department of Defense. During his career he has held key roles in government, not-for-profit, and industry organizations. Over the past eight years, Mr. Colvin has worked with PDC in the capacity of Director of Data and Information Resources and Executive Director. He will be speaking on the Technology Advances for Protecting Critical Infrastructures and Population Centers panel.

Gunaratna, Rohan  
Head, International Center for Political Violence and Terrorism Research, Singapore
Dr. Gunaratna’s field of specialization is terrorism, particularly Islamic terrorism, and especially groups in South East Asia such as Jemaah Islamiyah (Indonesia) and Abu Sayyaf (the Philippines). He is the author of “Inside Al-Qaeda” as well as many other publications. Dr. Gunaratna has also served as a consultant to law enforcement communities and will be presenting a terrorism update.

Hicks, Gary  
Vice President for Integrated Security Systems, Defense and Maritime Soluti, Science Applications International Corporation
Mr. Hicks has over 35 years experience in systems engineering, integrated systems, command and control, and security/surveillance systems for both commercial and DoD research and development programs. Currently, he is involved in developing integrated port security systems, with command, control and incident management functions. He also supports large scale coastal surveillance programs facilitating MDA worldwide. Mr. Hicks holds several patents related to security systems. Mr. Hicks will be discussing port security issues.

Ishikawa, Gary  
The Deputy Adjutant General, State of Hawaii, Department of Defense/ Director, Joint Staff
Brigadier General Gary M. Ishikawa was appointed as the Deputy Adjutant General, Hawaii Army National Guard on January 1, 2003. As the Deputy Adjutant General, he serves as the Deputy Director of a diverse organization which encompasses both the Hawaii Army and Air National Guard; the State’s Office of Veterans Services; and the Hawaii National Guard’s Youth Programs which include the Youth Challenge Academy, a residential mentorship program and “Operation About Face” for at-risk youth.

Brigadier General Ishikawa’s military career began on May 23, 1971 when he was commissioned a 2nd Lieutenant thru the Army’s ROTC program. Prior to his appointment as the Deputy Adjutant General, Brigadier General Ishikawa served in a variety of command and staff officer positions in the 9th Regional Support Command, United States Army Reserve.

Jensen, Gary  
Director, Asia-Pacific Liaison, Science & Technology Directorate, U.S. Department of Homeland Security
Since retiring from the Navy, Mr. Jensen has held a number of positions supporting high technology development in Hawaii including Associate Director for Finance and Administration for the Maui High Performance Computing Center and as the first Director of the Mid-Pacific Branch Office of the Office of Naval Research. Since 2007, he has served as the Director, Asia-Pacific Liaison for the Science and Technology Directorate of the Department of Homeland Security. The S&T Directorate is looking beyond the US borders for innovative and effective solutions to combating terrorism and responding to natural disasters. In support of this initiative he coordinates a strategic program of focused and proactive international cooperative S&T programs and projects with governments, industry and academia. As a result of these efforts bilateral government to government binding Memoranda of Agreement are in place with Australia and Singapore and are in development in additional countries around the Pacific Rim.

Johnson, Russ  
Public Safety and Homeland Security Director, ESRI
Mr. Johnson has served as the Public Safety /Homeland Security Director for ESRI since 1997. His responsibilities include coordinating ESRI’s public safety industry marketing activities in the areas of homeland security, fire, emergency medical services, and disaster management.
From 1996 - 1997, Mr. Johnson was Chief of Fire and Emergency Operations for the San Bernardino National Forest. From 1985 through 1997, he was assigned to Federal Interagency Type I National Incident Management ICS Teams in a variety of positions, including Safety Officer, Operations Chief, and Incident Commander responding to complex federal disasters throughout the United States and other countries.
Mr. Johnson will be a panelist on U.S. Technology Advances for Protecting Critical Infrastructure and Population Centers.

Keolanui, Kaleo  
Director of Security / Hotel Services, Hyatt Regency Waikiki Beach Resort and Spa
Mr. Keolanui has over 20 years of hotel security and safety-related experience of which he has spent the past 13 years as a Director. He is a former Deputy Sheriff II with the State of Hawaii, Department of Public Safety’s Executive Protection Section. Mr. Keolanui is currently the Director of Security/Hotel Services for the Hyatt Regency Waikiki Beach Resort and Spa.

He continues to be an active leader in professional organizations and government committees, to include the Hawaii Drug Control Strategy Action Planning Team and Legal Changes Ad Hoc Committee and the Hawaii Emergency Planning Executive Consortium (HEPEC) which directs the State’s Homeland Security efforts. He is the current President of the Hawaii Hotel and Visitor Industry Security Association (HHVISA).

Lee, Robert  
The Adjutant General, State of Hawaii, Department of Defense
Major General Robert Lee was appointed as the Adjutant General, State of Hawaii, on January 1, 2003. He serves as director of a diverse organization which encompasses both the Hawaii Army and Air National Guard; the State Civil Defense; the State’s Office of Veterans Services; and the Youth ChalleNGe Academy, a residential mentorship program for at-risk youths. He also acts as the Governor’s advisor on Homeland Security issues.

Major General Lee was commissioned through the Army’s ROTC program in 1971. Prior to his appointment as the Adjutant General, Major General Lee served in a variety of command and staff officer positions; culminating, most recently, in his assignment as the Commanding General, 9th Regional Support Command, United States Army Reserve.

General Lee’s civilian career includes service as the Pacific area general manager for Perot Systems Government Services and superintendent of nuclear regional maintenance for Pearl Harbor Naval Shipyard’s nuclear submarine program.

Li, Wei-Sen  
Deputy Executive Secretary, National Science & Technology Center for Disaster Reduction
Dr. Wei-Sen Li received his doctorate in civil engineering from the National Central University (Taiwan). He was a post-doctoral Research Fellow at the National Taiwan University and a Visiting Scholar at the University of California at San Diego in the Department of Structural Engineering. He joined the National Science & Technology Center for Disaster Reduction in 2004. In June 2006, Dr. Li became a member of APEC's Task Force for Emergency Preparedness (TFEP). The Task Force plays a constructive role in enabling the region to better prepare for and respond to emergencies and disasters by helping to reduce the risk of disasters and building business and community resilience.
Dr. Li’s areas of expertise are disaster management, system management and policy for disaster reduction and emergency response, earthquake engineering, seismic designs for bridges, and health monitoring of structures. Dr. Li will be speaking on the Technology Advances for Protecting Critical Infrastructures and Population Centers panel.

Orlob, Alan  
Vice President - Corporate Security & Loss Prevention, Marriott International Lodging Organization
In his role, Mr. Orlob oversees all safety and security operations and manages the crisis management program. Mr. Orlob is a member and former committee chairman of the U.S. State Department’s Overseas Security Advisory Council (OSAC), a security advisor to the Center for Strategic and International Studies (CSIS), a Washington, DC based think tank; and organized the Hotel Security Group, a group of hotel corporate security directors from the major hotel chains. Mr. Orlob will be discussing how businesses identified as soft targets can protect themselves against the threat of terrorism.

Teixeira, Edward  
Vice Director of State Civil Defense, State of Hawaii
Mr. Ed Teixeira began his service with the Hawaii State Civil Defense Division in 1996 as a disaster assistance planner. Mr. Teixeira served as the interim Vice Director of Civil Defense, State of Hawaii, beginning October 1, 1999, and was formally appointed to this position on January 10, 2000.

As Vice Director, Mr. Teixeira is responsible for coordinating State emergency management and homeland security activities. He is also responsible for the Civil Defense Division, located at the Bernheimer Emergency Operating Center, Diamond Head Crater.

The mission of the division is to prepare for and respond to disasters and emergencies caused by natural or man-made hazards. This important mission is implemented through hazard mitigation, disaster preparedness, homeland security, emergency response, and through disaster recovery programs.

Mr. Teixeira is coordinating the Community Response Exercise.

Willard, Robert  
Commander, U.S. Pacific Command
Admiral Robert Willard became the Commander, U.S. Pacific Command on October 19, 2009.

He is a 1973 graduate of the United States Naval Academy and has a Master's Degree in Engineering Management from Old Dominion University. A F-14 aviator, ADM Willard was the Executive Officer of Navy Fighter Weapons School ("Top Gun") and aerial coordinator for the movie Top Gun.

Following nuclear-power training, ADM Willard served as Executive Officer of the aircraft carrier USS CARL VINSON, commanded the amphibious flagship USS TRIPOLI, and commanded the aircraft carrier USS ABRAHAM LINCOLN.

ADM Willard also commanded Carrier Group FIVE aboard USS KITTY HAWK and the U.S. Seventh Fleet in Yokosuka, Japan. He was the 34th Vice Chief of Naval Operations and commanded the U.S. Pacific Fleet from 2007 to 2009.

Zinn, Don  
Director, Global Maritime Security, Boeing Integrated Defense Systems
Mr. Don Zinn, as Director, Global Security for Boeing Integrated Defense Systems, develops MDA intelligence and security systems for deployment to the Navy, Coast Guard, and Port authorities.

Mr.Zinn is a US Marine Corps Reserve officer with prior active duty service including 3,000 hours flight time in F-4's and F-18's. A former Commanding Officer and Operations Officer, his most recent assignment was as USMC Operations Officer on the National Staff for Naval Reserve Security Group working in Information Operations and Information Warfare.
